BACKGROUND
How does this development fit into the overall plan for Treasure Island?
This parcel is part of the Treasure Island/Yerba Buena Island Redevelopment Plan and will be part of Major Phase 1 of the Plan. The plan includes 8,000 units of new housing, over one-quarter of which will be reserved for low-income and unhoused households, as well as improvements to public transportation, parks, and public art on the island. This project will be the third affordable housing development to start construction on Treasure Island.
Who is funding this project?
Funding for this project comes from a variety of state and local sources. Key funders include the San Francisco Mayor’s Office of Housing and Community Development (MOHCD), the Treasure Island Development Authority (TIDA), and the federal Low-income Housing Tax Credit program. An operating subsidy is provided through the US Department of Housing and Urban Development (HUD) 202 program for low-income seniors.
BUILDING DESIGN
Who is on the design team for this building?
Santos Prescott and Associates is the project’s primary architect. Nibbi Brothers will be the general contractor. TS Studios will serve as the primary landscape architect. Each of these companies has extensive experience in the design and construction of high-quality affordable housing across the Bay Area.
What type of apartments will there be, and what will they include?
There will be a mix of one- and two-bedroom apartments. Each unit will include a full kitchen, bathroom, and living space, and 50% of the units will comply with all ADA (Adults with Disabilities Act) requirements. One two-bedroom apartment will be reserved as a management unit.
What will the common spaces include?
In addition to the shared courtyard and small lounge spaces on each floor, there will be a community room on the ground floor with a shared kitchen for residents’ use. Residents can reserve this space for events and celebrations.
FUTURE RESIDENTS
Who will qualify to live here?
For all apartments, at least one household member (spouse or head of household) must be 62 years or older, and the household income must be 50% or less of the local Area Median Income (AMI).

Six of the units are non-income restricted and are set aside for current Treasure Island residents, referred to as Legacy Households or households living on the island before the Development and Disposition Agreement. At least one household member must be 62 years old or older. If a Legacy Household leaves the unit, it must be filled by another Legacy Household as long as there are others on the list.
How do I know if I income qualify?
Applicants must have incomes at or below the maximum income listed below, which depends on unit and household size and the Area Median Income (AMI) designated for the unit. AMI is determined by medians for the County of San Francisco.
Note that these are 2025 income limits and may change slightly as the state updates income limits each year.

What will my rent be?
For most households, rent will be approximately 30% of the household income in keeping with federal and state program standards. For Legacy Households currently living at The Villages, rent will remain calculated the same way it is currently determined.
When will move-ins start? What will that process include?
Leasing is expected to start in late summer 2028, with move-ins beginning in early Fall 2028. The leasing team will work with residents to verify income, household size, and other key information.
Who will be the management agent for this residential community?
Mercy Housing Management Group (MHMG) will be the management agent for the property and is committed to providing quality property management services which reinforce the philosophy that all residents deserve respect, dignity, and a place to call home.
What services will be offered for residents?
The services plan will be determined by the needs and wishes of the residents who ultimately live at Treasure Island Senior. At this point, the services team is expecting to offer services in four primary areas:

There will be a mix of wrap-around services, case management, one-on-one direct services, on-site group classes, and referrals to other community-based service providers. Mercy Housing aims to provide all services through the lenses of cultural competency and trauma-informed best practices.
How can I apply to live in this building?
In 2028 approximately 60 apartments will be listed on DAHLIA, the San Francisco Housing portal. The DAHLIA process is managed by the Mayor’s Office of Housing and Community Development which creates a random selection process for applications. COMMUNITY ENGAGEMENT
What opportunities will there be to express my ideas and ask questions about this project?
Mercy staff will be present at the Treasure Island Transition Talks on August 14, 5:30 pm – 8:30 pm, and August 16, 11:00 am – 2:00 pm, and will welcome input from members of the public. The talks will be held at the Sherry Williams Community Center. Other opportunities for input will be advertised as they are planned.
